ETHICS DAY 9 QUESTION FRAMEWORK (SEGMENT 3 PRACTICE) Q1 Apart from intellectual competency and moral qualities, empathy and compassion are some of the other vital attributes that facilitate the civil servants to be more competent in tackling the crucial issues or taking critical decisions. Explain with suitable illustrations. (PYQ - 2022) (10 marks | 150 words) What this question is about: This question focuses on the importance of empathy and compassion as essential qualities for civil servants, alongside intellectual competency and moral values. It emphasizes how these attributes help civil servants make effective decisions and handle critical issues sensitively. What are the issues involved or the expectation of the examiner? 1. Understanding empathy and compassion: You need to define these terms and show why they are critical for civil servants. 2. Application in real-life scenarios: Highlight examples where empathy and compassion have led to effective decision-making. 3. Connecting with the role of a civil servant: Explain how these qualities go beyond technical skills to address people's needs and concerns effectively. 4. Addressing the question holistically: The answer should balance intellectual, ethical, and emotional dimensions of governance. Points to remember: 1. Focus on examples: Use real-life or hypothetical examples to illustrate how empathy and compassion help. For instance, how a compassionate district magistrate might address a natural disaster relief situation. 2. Relate to public service ethics: Highlight how these attributes align with the principles of good governance, like transparency, accountability, and inclusiveness. 3. Be concise and structured: Stick to 150 words while ensuring clarity and depth. 4. Avoid generalities: Be specific in your examples and reasoning. 5. Do not ignore the intellectual competence and Moral values but the question is primarily about – Empathy and compassion – so, give it more weightage Value Addition: • Use examples from India: Reference real-life civil servants like IAS officers (e.g., Armstrong Pame or Dr. Usha Meena) who exemplify these qualities. • Mention concepts like "emotional intelligence," which includes empathy as a core component. • Reference ethical dimensions like Kautilya’s Arthashastra or modern concepts of public service motivation.   Format/Structure: 1. Introduction: Briefly define empathy and compassion and explain their importance for civil servants in handling critical situations along side intellectual competency and moral values (briefly discuss these two terms too but keep it excessively crisp as the question is more about Empathy and Compassion) Example: Empathy, the ability to understand others' perspectives, and compassion, the motivation to act on their concerns, are essential for civil servants to address complex societal challenges effectively. 2. Main Body (100-120 words): o Why these qualities matter: Discuss their role in fostering trust, inclusivity, and effective decision-making. o Illustrations: Use 2-3 examples to show how these qualities translate into action. Examples: -A compassionate approach during disaster management helps build trust and ensures timely relief. - Empathy towards marginalized communities allows for policies that address their specific needs. - During COVID-19, empathetic officers ensured food distribution and healthcare access. 3. Conclusion (15-20 words): Summarize how empathy and compassion make civil servants more effective, bridging the gap between policies and people. Example: Empathy and compassion complement intellectual skills, making civil servants better equipped to serve society holistically and ethically   #ethics2027 #csn

ETHICS DAY 7 QUESTION FRAMEWORK What factors affect the formation of a person’s attitude towards social problems? In our society, contrasting attitudes are prevalent in many social problems. What contrasting attitudes do you notice about the caste system in our society? How do you explain the existence of these contrasting attitudes? (10 marks | 150 words) (PYQ 2015) General Discussion What this question is about Factors affecting formation of attitude towards social problems. Contrasting attitudes towards caste system. Reasons behind existence of such contrasting attitudes. What is/are the issues involved actually or the expectation of the examiner Identify major factors of attitude formation – family, socialisation, education, peer group, media, personal experiences, socio-economic interests etc. Apply this understanding specifically to caste system. Explain why different people develop different attitudes towards the same social issue.   Points to remember Identify all three demands of the question. This is an Ethics/Attitude question using caste as an application, not simply a GS-I question on caste system. Mistakes that can be done and you should avoid Many students may write about problems/evils of caste system – discrimination, untouchability, inequality etc. But this is not the core demand. You have to discuss contrasting attitudes towards caste + reasons behind these contrasting attitudes.   Value Addition Constitutional morality vs traditional/social conditioning can be used to show contrasting attitudes. Example: Acceptance of inter-caste dining but resistance to inter-caste marriage. Different Socialisation + Different Experiences + Different Interests → Different Attitudes Dr. B.R. Ambedkar's Annihilation of Caste can be used briefly.   Actual Format/Structure Briefly define attitude. Factors affecting attitude formation – 4–5 short pointers. Contrasting attitudes towards caste – egalitarian/reformist vs traditional/identity-based. Explain reasons – socialisation, education, experience, interests, political/social environment etc. Conclude with constitutional values of equality, dignity and fraternity.   #ETHICS2027 #CSN
